As you may have seen, repositories with webmin for Fedora 7 are hard to find. Following is the procedure I use to install it easy.
Commands are intended for command prompt.

First of all we download in our root directory the noarch version of webmin (check out on the website if a new version is available)

cd /root

wget http://heanet.dl.sourceforge.net/sourceforge/webadmin/webmin-1.370-1.noarch.rpm

Then we FIRST install SSLeay, or connection to webmin server won't be possible

yum -y install perl-Net-SSLeay

Last we will install webmin

rpm -ivh webmin-1.370-1.noarch.rpm

At this point, as you can read on the terminal, webmin is installed and started, ready to be connected.
